Pakistan’s 27th Constitutional Amendment: Senate Debates Heat Up as Report Awaits Tabling

Islamabad, November 10, 2025 – Intense deliberations continue in Pakistan’s Senate over the proposed 27th Constitutional Amendment Bill, with the joint parliamentary committee’s report yet to be formally tabled amid fiery exchanges between treasury and opposition benches.

The session, chaired by Deputy Chairman Senator Manzoor Kakar in the absence of Chairman Yousaf Raza Gilani, resumed pending speeches from Sunday. PML-N Senator Agha Shahzaib Durrani defended the creation of a Federal Constitutional Court, citing the Supreme Court’s massive case backlog and accusing it of overstepping into parliamentary and executive domains. He slammed PTI for past democratic setbacks.PPP’s Zamir Hussain Ghumro echoed support, rejecting opposition labels of the amendment as a “9/11 on Pakistan.” He argued it would bolster judicial independence, strengthen the federation, and grant deserved immunity to military heroes under revised Article 243, referencing recent triumphs against India.

Opposition PTI senators, including Fawzia Arshad and Ali Zafar, decried the bill as an assault on institutions, vowing to block it without the requisite two-thirds majority (64 votes in the 96-member Senate). The coalition claims 65 votes but faces uncertainties with Chairman Gilani unable to vote and Senator Irfan Siddiqui hospitalized.

Key provisions include establishing a constitutional court, lifetime Field Marshal status with protections, and military command restructuring. Prime Minister Shehbaz Sharif withdrew a controversial PM immunity clause, emphasizing accountability.

Approved by committees with minor tweaks after cabinet nod, the bill defers provincial demands like renaming Khyber Pakhtunkhwa. Information Minister Ataullah Tarar hailed it as a global best practice for governance and defense.

As the National Assembly convenes later, Pakistan watches closely—this amendment could reshape judicial, military, and federal-provincial dynamics for generations.
