‘World-class’ uplift plan envisioned for Karachi in partnership with FWO

KARACHI: Sindh Chief Minister Syed Murad Ali Shah on Wednesday approved the Karachi Transformation Plan, envisaging a partnership with the Frontier Works Organisation (FWO) to undertake large-scale infrastructure development aimed at transforming the metropolis on “world-class” standards.

The approval was given during a joint meeting of the FWO, the provincial local government department and the Karachi Metropolitan Corporation (KMC) held at the CM House. The meeting focused on mega development and connectivity projects intended to address Karachi’s long-standing traffic, infrastructure and urban management challenges.

According to an official statement, the meeting was attended by FWO Director General Major General Abdul Sami, Local Government Minister Nasir Hussain Shah, Chief Secretary Asif Hyder Shah, Karachi Mayor Barrister Murtaza Wahab, Principal Secretary to the CM Agha Wasif, Karachi Commissioner Hassan Naqvi and Finance Secretary Fayaz Jatoi.

The chief minister informed participants that six priority infrastructure schemes costing Rs10.72 billion had been identified for immediate execution in Karachi division. These projects aim to ease traffic congestion, improve connectivity and enhance urban mobility.

Among the approved schemes are the rehabilitation of the road from the M-9 Motorway to Malir-15 via Jinnah Avenue and Sharea Faisal at a cost of Rs1.025bn, and the construction of a right-turn underpass at Malir Halt from Printing Press to Sharea Faisal costing Rs1.5bn. A flyover from Airport Road to Star Gate on Sharea Faisal, estimated at Rs1.2bn, has also been approved to improve access to the airport.

Other projects include rehabilitation of the road from Y-Junction to Machli Chowk in Hawkesbay, including a damaged stretch from Masroor Base to Truck Stand, at a cost of Rs1.995bn, and construction of a flyover at Sohrab Goth for Rs5bn to facilitate intercity traffic entering Karachi.

At the outset, Mr Shah announced a one-time grant-in-aid of Rs84.796bn for 523 development schemes in Karachi. He also said that Rs26.282bn had been approved under the federal Public Sector Development Programme for Karachi-related projects.

“I want to initiate development projects in partnership with FWO to ensure quality, speed and transparency,” the chief minister said, adding that Karachi’s development must be comparable with leading cities of the world.

Briefing the meeting, Local Government Minister Nasir Shah and Mayor Murtaza Wahab said Karachi faced serious structural, environmental and civic issues as the country’s economic hub. To address these, 10 to 12 high-impact schemes were being prioritised, with five already approved for early execution.

Mayor Wahab said the 523 schemes had been identified through field surveys, departmental assessments and stakeholder consultations. These include rehabilitation of damaged internal roads, improvement of major arteries and flyovers, traffic management upgrades, park rehabilitation and beautification of seven major roads.

The chief minister directed that FWO engineers, along with officers from the local government department and KMC, finalise designs and utility-shifting plans by the end of February so that work could begin in March, reiterating the government’s commitment to sustainable and efficiently executed urban development in Karachi.
