ISLAMABAD — Federal Information Minister Attaullah Tarar said on Sunday that the onus now lies on Kabul to take decisive action against militants using Afghan territory for attacks inside Pakistan, following an understanding reached in recent talks between Pakistani and Afghan Taliban delegations in Istanbul.
Speaking on Geo News’ programme Naya Pakistan, Tarar said that with the planned establishment of a joint monitoring and verification mechanism, Pakistan would have an additional platform to present evidence of terrorist activity originating from across the border. “The onus is on the Afghan regime because their soil is being used for terrorism in Pakistan by Fitna-al-Khawarij and Fitna-al-Hindustan,” he said, referring respectively to the banned Tehreek-i-Taliban Pakistan (TTP) and Balochistan-based separatist groups.
Tarar warned that if the Afghan Taliban failed to act against militants, “they will receive punishment.” He noted that the mechanism would allow third-party verification, leaving Kabul with “no room for excuses.”

The minister’s remarks came after a second round of Pakistan-Afghanistan talks began in Istanbul on October 25, following weeks of border hostilities. The discussions — salvaged by Türkiye and Qatar — produced a three-point understanding: continuation of the ceasefire, establishment of a verification mechanism, and enforcement of penalties for violations. Senior representatives from both sides are scheduled to reconvene on November 6 to finalise operational details.
Responding to a question on whether Pakistan might strike targets in Afghanistan if attacks persist, Tarar said any response would “depend on the situation” and be carried out “within international law and the UN Charter.”

He also dismissed Kabul’s recent statements offering to hand over alleged Pakistani militants, calling them “an attempt to twist facts.” Pakistan, he said, has consistently demanded that Afghanistan control or arrest militants operating from its soil rather than issue contradictory statements.
Tarar described the Afghan Taliban administration as a “fractured regime” lacking full control, adding that Pakistan’s civil and military leadership remain united in their policy and will continue to respond firmly to any “propaganda” or aggression.
