ISLAMABAD – November 7, 2025

Prime Minister Shehbaz Sharif held a series of meetings on Thursday with leaders from multiple political parties, signaling renewed government efforts to build consensus on the proposed 27th Constitutional Amendment.

According to the Prime Minister’s Office (PMO), discussions centered on the amendment took place during the premier’s meeting with a seven-member delegation of the Muttahida Qaumi Movement–Pakistan (MQM-P), led by party Convener Dr. Khalid Maqbool Siddiqui. The delegation included Sindh Governor Kamran Khan Tessori, Health Minister Syed Mustafa Kamal, and MNAs Dr. Farooq Sattar, Jawed Hanif Khan, Syed Aminul Haque, and Khawaja Izharul Hassan.

Senior members of the government — including Deputy Prime Minister Ishaq Dar, National Assembly Speaker Ayaz Sadiq, Defence Minister Khawaja Asif, and Law Minister Azam Nazeer Tarar — also attended the meeting. The same officials participated in subsequent consultations with delegations from the Istehkam-i-Pakistan Party (IPP) and Pakistan Muslim League–Quaid (PML-Q).

The prime minister separately met with Balochistan Awami Party (BAP) leaders, including Federal Minister for Science and Technology Khalid Hussain Magsi and Senator Manzoor Ahmed Kakar, as well as Pakistan Muslim League–Zia (PML-Z) MNA Ijazul Haq. Meetings were also held with National Party MNA Mir Palin Baloch and an Awami National Party (ANP) delegation led by Senator Aimal Wali Khan.

The MQM-P has called for granting local governments greater autonomy under the proposed amendment, arguing it would build upon the provincial autonomy achieved through the 18th Amendment. The party emphasized that its earlier proposals for empowering local bodies were not incorporated in the 26th Amendment passed last year.

While details of the 27th Amendment remain under discussion, political insiders suggest it may focus on refining the structure and functioning of the superior judiciary. The development marks a shift in the coalition government’s stance, as leaders including Deputy PM Ishaq Dar and PPP Chairman Bilawal Bhutto-Zardari had previously dismissed the need for further constitutional changes.
