ISLAMABAD, October 30,2025 : The Islamabad High Court (IHC) is set to hear on Thursday (today) a contempt of court petition filed by Advocate Kulsum Khaliq seeking proceedings against a sitting judge of the same court.
According to the cause list issued by the IHC registrar’s office, the petition will be taken up by a single-member bench comprising Justice Khadim Hussain Soomro, who will first address objections raised by the registrar regarding the petition’s maintainability.

The registrar’s office questioned how contempt proceedings could be entertained in relation to an order dated June 23, 2025, and how the petitioner qualifies as an aggrieved party. It also noted that several respondents appeared irrelevant to the case and observed that the petitioner had alternative legal remedies available. The petition was described as “totally misconceived.”

Filed under Article 204 of the Constitution and Sections 3 and 4 of the Contempt of Court Act, 1976, the petition names more than 40 respondents — including the chief of army staff, the president of Pakistan, chief justices of all four provincial high courts, senior IHC officials, and bar representatives.
However, the primary allegation is directed at Justice Saman Raffat Imtiaz, cited as “respondent No. 2.” The petitioner accuses the judge of misconduct, misuse of administrative powers, and issuing unlawful orders against her in a pending appeal, allegedly in violation of the IHC’s earlier ruling from June 23.
Advocate Khaliq has sought the cancellation of the judge’s appointment notification, initiation of contempt proceedings, and an order restraining her from performing judicial functions. She has further demanded an inquiry into the judge’s conduct and assets, suspension of the upcoming Islamabad Bar Council elections, and even registration of a treason case under Article 6 of the Constitution.
Additionally, the petitioner has sought Rs1 billion in damages for alleged professional loss and defamation.
