Delays in FGEHA Bhara Kahu Housing Schemes

ISLAMABAD — Two flagship projects of the Federal Government Employees Housing Authority (FGEHA) in Bhara Kahu—Sky Gardens and Green Enclave-I—are currently at the center of allottee unrest following years of missed deadlines. While Sky Gardens is showing signs of localized progress, Green Enclave-I remains bogged down by contractual disputes and litigation.

1. Sky Gardens (Phase-VI)

Launched in 2019 near the Murree Expressway, this project spans 11,000 kanals under a 70:30 land-sharing model with M/s Commoners Sky Gardens.

  • Current Status: Physical progress is estimated at 40% for Phase I and 42% for Phase II.
  • Recent Milestone: On July 3, 2025, the Federal Minister for Housing handed over possession of the first 80 plots in Sector A (Priority Area).
  • Timeline: Blocks G and D are targeted for possession by March 2026.
  • Challenges: The project has survived multiple delays, including past inquiries by NAB and the Supreme Court, which halted construction for nearly two years starting in 2020.

2. Green Enclave-I

Launched way back in 2009, this scheme is a prime example of administrative and legal gridlock.

  • Status: Work is currently halted due to long-standing disputes with the joint venture partner, M/s Green Tree.
  • Contractual Pivot: To break the deadlock, FGEHA is moving to convert the “fixed-price” contract (which became unfeasible due to inflation) into a “measurement-based” contract.
  • Prospects: Negotiations for a restart are in the “final stage,” according to FGEHA spokesperson Faiz Ahmed Sial.

The “Correct Direction”

FGEHA spokesperson Faiz Ahmed Sial has pushed back against claims of systemic failure, noting that the authority has successfully awarded nearly Rs19 billion in new contracts for Sectors F-14 and F-15 in the last 30 days. He stated that the “almost halted” pace of the previous year has been replaced by a “momentum-driven” approach to clear the backlog of thousands of waiting allottees.
