QUETTA, October 8, 2025 — The Government of Balochistan, in collaboration with the Balochistan Rural Support Programme (BRSP), officially launched the Resilience, Integration, and Socio-Economic Empowerment (RISE) programme (RISE Program Balochistan 2025 ) at a ceremony held on Monday in Quetta.
The launch event brought together senior provincial officials, development partners, civil society members, and community leaders from across the province to mark what many considered a turning point in Balochistan’s economic development journey.

Addressing the gathering, Balochistan Chief Secretary Shakeel Qadir Khan hailed the RISE programme as a milestone initiative that aims to foster a resilient, integrated, and empowered Balochistan. “This programme demonstrates our commitment to creating equal opportunities for all, especially for youth and marginalized communities,” he said.

BRSP CEO Dr. Tahir Rasheed emphasized that RISE is more than a project—it’s a grassroots movement aimed at achieving a peaceful and prosperous province. He highlighted that the programme focuses on youth skill development, community institution building, and sustainable livelihood creation.

Dr. Rasheed noted that BRSP has already made significant progress, reaching over 379,000 households across six districts in Balochistan. He expressed optimism that RISE would further expand its impact across the region.
The initiative is expected to play a vital role in uplifting rural communities, fostering inclusive growth, and reducing socio-economic disparities in the province.
