Released on December 28, 2025, the report highlighted a 73 percent surge in combat-related deaths to 3,387 — the highest in years. While militant losses reached levels not seen since 2015, the year also proved costly for security personnel and civilians, underscoring the heavy sacrifices made in defending the nation. Operations remained concentrated in Khyber Pakhtunkhwa and Balochistan.

Significant Escalation in Militant Violence
Violence intensified markedly throughout 2025. PICSS described the year as one of heightened tempo and lethality. Militant attacks rose to their highest annual figure since 2014, with increased use of suicide bombings and small drones — tactics that tested defenses but ultimately led to heavy losses for the perpetrators.
Security forces responded with determination. In Bannu district alone, police faced 134 targeted attacks, resulting in 27 personnel martyred and 79 injured. Yet retaliatory actions and 168 intelligence-based operations eliminated 118 militants and led to 105 arrests.
The report noted expanding drone usage on both sides, reflecting evolving challenges on the battlefield.
Heavy Toll on Security Forces and Civilians
The sacrifices of Pakistan’s brave personnel and innocent citizens remained profound. With 664 security forces martyred — the most since 2011 — and over 1,000 injured, the armed forces and police bore the brunt of the surge. Civilian deaths climbed to 580, while injuries affected nearly 1,000 more lives.
These figures highlight the human cost of safeguarding the nation. Pro-government peace committee members also contributed, with 28 combatants lost.
