KARACHI – MQM-P leader Syed Mustafa Kamal declared on Monday that his party’s long-standing demand for stronger local government empowerment under Article 140-A will be fully addressed in the 28th Constitutional Amendment, expected in the “coming months”.
Speaking at a press conference in Karachi on November 17, 2025, Kamal revealed that the proposed changes were originally planned for the 26th Amendment (passed October 2024), then pushed to the 27th Amendment (enacted last week), but were postponed again at the request of Prime Minister Shehbaz Sharif and the PML-N.“We had the numbers and support in the parliamentary committee — PML-N, PTI members, and others backed us,” Kamal said, adding that only the PPP’s opposition created the deadlock.

Thanking allies across party lines, he confirmed the government assured MQM-P that local government reforms would be prioritized in the next package “in the larger national interest”.Kamal hailed the recent unanimous resolution by the Punjab Assembly calling for Article 140-A amendments as a major victory for his party’s decades-long struggle.
The development follows Sunday’s statement by Minister Tallal Chaudhry, hinting at another constitutional amendment to ensure “stability”.
