On Wednesday, April 1, 2026, the European Commission escalated its response to the worsening Middle East conflict, warning that the “Total Infrastructure War” between the U.S.-Israeli coalition and Iran has triggered the largest energy supply disruption in history.
In a series of emergency briefings held in Brussels, EU Energy Commissioner Dan Jørgensen urged member states to immediately implement demand-side measures to shield citizens from record-high fuel prices and potential physical shortages.
The “10-Point Plan”: Lifestyle Changes for Oil Security
Following an emergency meeting of EU Energy Ministers on March 31, the Commission has endorsed a modified version of the IEA’s emergency protocols. Citizens across the 27-nation bloc are being advised to:
- Prioritize Working from Home: Reducing the daily commute is seen as the fastest way to slash diesel and petrol consumption.
- Reduce Speed Limits: Member states are encouraged to lower highway speed limits to save up to 290,000 barrels of oil per day.
- Car-Free Sundays: Major cities are considering a return to car-free Sundays to promote public transport and cycling.
- Limit Air Travel: Businesses and government officials have been instructed to replace all non-essential flights with teleconferencing.
Strategic Reserve Release: 400 Million Barrels
To stabilize the market, the EU has participated in the largest-ever release of strategic oil reserves:
- IEA Coordination: Over 400 million barrels are being injected into the global market to offset the 11 million barrel-per-day shortfall caused by the closure of the Strait of Hormuz.
- Diesel & Jet Fuel Focus: While crude oil supplies remain manageable for now, Europe is “critically exposed” regarding diesel and aviation fuel, 20% of which typically arrives from the Gulf region (Saudi Arabia, Kuwait, and the UAE).
The “Homegrown Energy” Mandate
The Commission emphasized that the current crisis is a “strategic wake-up call” to accelerate the REPowerEU transition:
- Renewable Acceleration: The EU aims to reach a 45% renewable energy share by 2030, but the 2026 crisis has led to calls for an immediate “emergency roll-out” of solar and wind projects to replace gas-fired power generation.
- Winter Preparedness: With 300 million cubic meters of LNG stranded daily behind the Strait of Hormuz, the EU has ordered gas storage refilling to begin immediately (April 1) to prepare for the 2026-27 heating season.
