LAHORE — As the provincial capital prepares to revive the Basant festival after an 18-year hiatus, the Lahore Police and District Administration have announced a strict enforcement phase of the “Safe Basant” initiative. Starting February 1, 2026, motorcyclists caught riding without protective safety rods will face immediate fines and potential vehicle impoundment.
Mandatory Safety Rods: The Deadline
Under the newly enacted Punjab Regulation of Kite Flying Ordinance 2025, safety rods (or antennas) are no longer optional for the city’s 9 million motorcyclists.
- Effective Date: Fines will be imposed from Sunday, February 1.
- Fine Amount: Violators will be charged Rs. 2,000 per offense.
- The Rule: No motorcycle will be permitted on Lahore’s roads during the festival days (Feb 6–8) without a fitted safety rod.

100 Free Installation Camps
To facilitate citizens, the government has launched a massive campaign to install one million safety rods free of cost.
- Locations: 100 camps have been established across Lahore, including high-traffic points like Town Hall, Azadi Chowk, Greater Iqbal Park, and Yadgar Road.
- Capacity: Camps are currently operating at a scale of 50,000 to 60,000 installations per day.
- Requirement: Citizens are urged to visit these camps immediately to avoid the February 1 crackdown.
Basant 2026: The Security Protocol
CCPO Bilal Siddique Kamyana and Commissioner Maryam Khan detailed a comprehensive plan to prevent the accidents that led to the original 2007 ban:
1. Zero Tolerance for Banned Materials
- Permitted: Only cotton string (9-thread) and kites within approved sizes (Max 35″ width).
- Banned: Metallic wire, nylon (tandi), chemical-coated strings, and plastic kites.
- Penalties: Use of banned strings can lead to up to 5 years in prison and fines of up to Rs. 5 million.
2. Digital Surveillance
- The city will be monitored 24/7 via the Safe City Authority’s drone fleet and CCTV network.
- Special focus will be on “Red Zones” (densely populated areas of the Walled City) where motorcycle entry will be strictly barred without a safety antenna.
3. Parental Accountability
In a significant legal shift, parents or guardians will be held legally responsible and may face FIRs if their children are found flying kites on rooftops or using prohibited materials.
