NEW YORK, December 11, 2025 – Pakistan warned the United Nations Security Council on Wednesday that terrorism emanating from Afghan soil now constitutes the gravest threat to its national security and sovereignty, with close to 1,200 Pakistani lives lost this year alone to attacks planned and launched from across the border.
Ambassador Asim Iftikhar Ahmad, Pakistan’s Permanent Representative to the UN, delivered the stark assessment during an open debate on the situation in Afghanistan, underscoring that terrorist groups including the banned Tehreek-i-Taliban Pakistan (TTP), Al-Qaeda, and separatist outfits continue to enjoy safe havens inside Afghanistan.

Terrorism from Afghan Soil: A Persistent Challenge
Ambassador Ahmad told the 15-member council that despite Islamabad’s sustained diplomatic engagement, high-level visits, humanitarian support, and trade concessions since the Taliban returned to power in 2021, terrorist threats have only intensified. He pointed to credible evidence of collaboration among militant groups, joint training, and illicit arms flows — much of it involving equipment abandoned during the 2021 Western withdrawal.
“Elements within the Taliban rank and file are supporting these groups and allowing them safe passage,” he said, adding that an unnamed regional actor continues to provide material and financial backing to proxies targeting Pakistan.

Pakistan’s Sacrifices and Call for Global Support
The envoy paid tribute to the “huge sacrifices” made by Pakistan’s security forces and civilians while protecting the country’s borders. He also reminded the council of Pakistan’s four-decade-long hospitality toward millions of Afghan refugees and the issuance of over 536,000 medical visas since September 2023.
Reaffirming Islamabad’s desire for a peaceful and prosperous Afghanistan at peace with its neighbors, Ambassador Ahmad stressed that lasting stability requires concrete action against terrorist safe havens, respect for international obligations, and robust regional cooperation.
