Parliamentary Panel Directs FGEHA to Expedite Delayed Housing Projects

ISLAMABAD: A parliamentary panel on Monday expressed serious concern over persistent delays in housing projects being developed by the Federal Government Employees Housing Authority (FGEHA) and directed the authority to accelerate work to ensure timely completion.

The issue was raised during a meeting of the Standing Committee of the National Assembly on Housing and Works, held at the Parliament Lodges under the chairmanship of Maulana Abdul Ghafoor Haideri. The committee observed that all ongoing FGEHA projects were facing inordinate delays, increasing financial pressure on both the authority and the allottees, many of whom have been waiting for years for possession of plots or apartments.

FGEHA, a subsidiary of the Ministry of Housing and Works, is mandated to develop housing schemes primarily for federal government employees. Despite this mandate, the committee noted that the authority has consistently failed to deliver projects within stipulated timelines.

During the meeting, the Director General of FGEHA briefed the committee on the status of several projects, including Skyline Apartments, Kashmir Avenue Apartments, G-13 Apartments, Green Enclave-I and II, G-14/1, G-15/3, and the stalled sectors F-14 and F-15. Separately, the Chief Executive Officer of the Pakistan Housing Authority (PHA) presented progress updates on infrastructure development in sectors I-12/1 and I-16.

To address coordination gaps, the committee directed the FGEHA director general to convene a joint meeting with the Capital Development Authority (CDA), PHA and the Metropolitan Corporation Islamabad (MCI). The objective, the panel said, was to improve planning, clarify institutional responsibilities, ensure service coordination and strengthen collaboration for smooth project execution, including sanitation and cleanliness.

The committee also reviewed the draft Accommodation Allocation Rules (AAR), 2002, along with allotment standard operating procedures and guidelines. While discussing cases of government employees who were previously allotted residences in cities such as Quetta, Karachi and Peshawar before being transferred to Islamabad, the committee instructed the ministry to revisit the policy. It emphasised that future allotments should be made on the basis of transparency, equity and established practices.

Citing unresolved issues including pending land payments, compensation for built-up properties, delayed balloting and prolonged project timelines, the committee constituted a sub-committee to examine these matters in detail. The sub-committee will be convened by MNAs Malik Ibrar Ahmad and Anjum Aqeel Khan, with Dr Darshan as a member.

Several projects, including Green Enclave Bhara Kahu, Kashmir Apartments, Lifestyle Afro Apartments and Skyline Apartments in Chaklala, were identified as facing severe delays. Development work has yet to begin in sectors F-12 and G-12 due to land possession issues. The committee reiterated that timely execution of housing schemes was essential to restore public trust and directed FGEHA to take concrete steps to address longstanding concerns.
