KARACHI, October 9, 2025 – The National Electric Power Regulatory Authority (NEPRA) has imposed a fine of Rs25 million on K-Electric for its failure to restore electricity during the nationwide power breakdown that occurred in January 2023.
NEPRA found that K-Electric’s black start facilities repeatedly failed during the restoration process, which indicated a lack of mock testing and preparedness for blackout scenarios. Black start systems are critical for restarting generation plants in the event of a complete grid failure, and their failure significantly delayed power restoration.
The regulator rejected K-Electric’s explanation that the breakdown was caused by a fault in the National Transmission and Dispatch Company’s (NTDC) 500kV network. While NEPRA acknowledged the interconnected nature of the national grid, it held that K-Electric failed to take sufficient independent measures to ensure the stability of its own system.
NEPRA concluded that the utility had violated several provisions of the NEPRA Act, the NEPRA Licensing (Generation) Rules, 2000, and the Grid Code. These violations included a failure to perform adequate operational testing and a lack of contingency planning for grid failures.
K-Electric has been given 15 days to deposit the Rs25 million penalty. If the payment is not made within the deadline, NEPRA will recover the amount as arrears of land revenue under the relevant legal provisions.

K-Electric stated that it is reviewing NEPRA’s decision and will determine its next steps accordingly.
