Tallal Chaudhry Signals Possibility of Another Constitutional Amendment to ‘Maintain Stability’

Nov 17, 2025 | Politics

Minister of State for Interior Tallal Chaudhry said on Saturday that the ruling coalition could introduce another constitutional amendment if deemed necessary to “maintain stability” in Pakistan. His remarks come just three days after the 27th Amendment was signed into law following its passage in the National Assembly and the Senate, despite strong opposition from opposition parties.

Chaudhry asserted that the 26th and 27th Amendments had already brought “stability” to the country. “If another amendment is needed to maintain this stability, we will definitely bring it together with other parties,” he said during a media briefing in Faisalabad, Punjab.

“The parliament will bring amendments whenever it wants, and the parliament should do them. The parliament should be seen as a parliament,” the PML-N leader added.

Judges’ Resignations and Criticism

Addressing the resignations of senior judges, Chaudhry described them as “political.” On November 13, the day the 27th Amendment was enacted, Supreme Court judges Justice Mansoor Ali Shah and Justice Athar Minallah resigned, criticizing the legislation as an “assault” on the Constitution that undermined the judiciary. Justice Shams Mehmood Mirza of the Lahore High Court also resigned the following day, citing the same amendment, while the Islamabad High Court may see further departures.

Chaudhry maintained that amending the Constitution is the prerogative of parliament. “Judges take oath under the Constitution; they are not a political party that they will resign if the Constitution is amended,” he said. “The Constitution will not be as per their wishes, but of the parliament and the people of Pakistan.”

He further accused the resigning judges of being “biased” and issuing “political” judgments, criticizing the use of suo-motu powers — which the 27th Amendment has now curtailed — to “send prime ministers home” or challenge the government.

Upcoming By-Elections

On the upcoming by-elections in Faisalabad scheduled for November 23, Chaudhry said the PTI’s boycott reflected the party’s reluctance to contest where opposition is strong. The elections are set for two National Assembly seats (NA-96, NA-104) and three provincial assembly seats (PP-98, PP-115, PP-116). With PTI boycotting, TLP banned, and PPP not fielding candidates, PML-N is poised to win all five seats.

Chaudhry’s statements underscore the government’s stance on parliamentary supremacy in constitutional matters and signal that further amendments may be introduced if the coalition deems them necessary for political and legislative stability.
