ISLAMABAD – Deputy Prime Minister and Foreign Minister Senator Ishaq Dar left for Moscow on Monday to lead Pakistan’s delegation at the Shanghai Cooperation Organisation (SCO) Council of Heads of Government (CHG) meeting scheduled for November 17-18, 2025, the Foreign Office announced.
Hosted by Russia at the invitation of Prime Minister Mikhail Mishustin, the two-day summit will bring together heads of government from China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Belarus, Iran’s Vice President, and foreign ministers of Pakistan and India.
Observer states, including Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, along with regional bodies like CIS, EAEU, and CSTO, will also participate.

In his keynote address, Ishaq Dar will present Pakistan’s vision on critical regional and global challenges while proposing concrete measures to deepen economic cooperation, trade, finance, and connectivity across the SCO region – home to over 40% of the world’s population.
As the SCO’s second-highest forum, the CHG approves budgets, adopts joint communiqués, and steers the organisation’s socio-economic agenda.
On the sidelines, Senator Dar is expected to hold high-level bilateral meetings with counterparts from China, Russia, Central Asia, and Gulf nations to advance Pakistan’s strategic partnerships and explore new avenues under the China-Pakistan Economic Corridor (CPEC) and beyond.
With SCO gaining unprecedented momentum, all eyes are on how Pakistan leverages the Moscow summit to boost regional trade and secure greater economic dividends.
