RAWALPINDI: The Rawalpindi divisional administration has made it mandatory for all utility service providers and organisations to obtain a no-objection certificate (NoC) from the divisional commissioner’s office before carrying out any road-cutting activities in the city. In addition, entities seeking to dig roads will be required to deposit funds in advance to ensure timely repair and restoration of affected roads.
The directives were issued by Divisional Commissioner Amir Khattak during a meeting held to review ongoing and proposed development schemes in Rawalpindi. The meeting was attended by Managing Director Water and Sanitation Agency (Wasa) Saleem Ashraf, Assistant Commissioner Cantonment, Assistant Commissioner City, and heads of various departments concerned with urban development and utility services.
During a detailed review of Wasa’s development projects, the commissioner instructed that all schemes must be clearly marked and identified on updated maps. These maps are to be shared with all relevant provincial and local departments to ensure that every department is fully informed about the nature and location of development work being carried out across the city. He stressed that proper documentation and information-sharing would help prevent duplication of work and reduce unnecessary disruption.
The commissioner further directed that assistant commissioners and other concerned departments should remain fully informed and updated about the progress and status of development schemes within their respective jurisdictions. According to officials, this measure aims to improve coordination among departments and enhance monitoring of projects at the local level.

Issuing clear instructions regarding road cutting, Commissioner Khattak stated that no road cutting would be permitted without a formal NoC issued by the commissioner’s office. He added that any institution or individual planning to dig roads must first submit the relevant challan and deposit the required funds so that immediate restoration and reconstruction of roads can be ensured once the work is completed.

It was categorically stated during the meeting that road cutting without an NoC would not be allowed under any circumstances. In case of violations, the administration would register first information reports (FIRs) against the responsible parties. The procedure, officials said, would be applied uniformly to all entities, including Sui Northern Gas Pipelines Limited (SNGPL), Wasa, Pakistan Telecommunication Company Limited (PTCL), and private organisations.
The commissioner also emphasised the need for effective inter-departmental coordination in all development projects. He said that unnecessary inconvenience to the public must be avoided and that the timely restoration of roads should be ensured at all costs.
Highlighting administrative priorities, Commissioner Khattak said that transparency, discipline, and the timely completion of projects should remain the top priorities of Wasa and other departments involved in development work across Rawalpindi.
