Turkiye to Launch Offshore Oil and Gas Exploration in Pakistan

Aug 10, 2026 | International-Affairs, Economy

ISLAMABAD — Turkiye and Pakistan have reached an important milestone in their relationship. Turkiye will start offshore oil and gas exploration in Pakistan’s waters. This aims to help meet the country’s rising energy needs. The joint initiative has Turkish Petroleum Corporation (TPAO) teaming up with top Pakistani exploration and production firms. This includes Oil & Gas Development Company Limited (OGDCL), Pakistan Petroleum Limited (PPL), and Mari Energies. They will conduct advanced seismic surveys and lead exploratory drilling in offshore blocks.

Key Pillars of the Bilateral Energy Initiative

The collaborative framework has four main goals. These aim to change Pakistan’s domestic upstream energy landscape:

  • Turkey will send special seismic research vessels and modern offshore rigs. They will explore deepwater hydrocarbon reserves along Pakistan’s coast

  • Deepening diplomatic and economic ties through structured institutional collaboration between Ankara and Islamabad

  • Exploring untapped offshore fields in the Indus and Makran basins can help meet our fuel needs. This move also cuts down on high import costs.

  • Foreign direct investment shares technical know-how, modern exploration tech, and advanced data analysis

Operational Overview & Expected Impact

Strategic Focus Area Joint Operational Target Long-Term Economic Value
Offshore Block Operatorship TPAO leading offshore block operations with local E&P partners Enhances technical execution and deepwater drilling standards
Seismic Data Acquisition Deployment of advanced Turkish research vessels Identifies high-probability drill targets across marine basins
Indigenous Resource Boost Tapping untapped offshore natural gas & crude oil reservoirs Reduces reliance on expensive foreign LNG and oil imports
“Energy for Growth, Partnership for Progress — A vital step towards a stronger, self-reliant, and prosperous future for both nations.”
The venture is expected to significantly accelerate indigenous resource discovery, bringing modern exploration capabilities to Pakistan’s energy sector.
