PESHAWAR — A massive humanitarian crisis is unfolding on the road from Tirah Valley to Bara, as thousands of displaced families remain stranded in freezing temperatures. What should be a four-hour journey has turned into a multi-day nightmare due to a combination of bureaucratic delays, biometric hurdles, and a severe winter storm.
Tirah Displacement Crisis
Total Affected: Approximately 30,000 households (over 150,000 people).
Current Status: Evacuation suspended as of Thursday due to heavy snowfall.
Casualties: Two children were reported dead after a vehicle skidded on slippery roads.
The “Bottleneck”: Mandatory registration points at Dwa Thoye and Mandi Kas.
Government Aid: Promised Rs. 250,000 per household and monthly stipends, pending biometric verification.
Registration Bottlenecks: A System in “Nightmare” Mode
The primary cause of the delay is a complex, multi-stage registration process. Families fleeing the valley are forced to stop at multiple points—Bagh Markaz, Dwa Thoye, and Paindi Cheena—to prove their identity and collect transportation tokens.
Exasperated residents, like Nazir Jan, report that authorities are struggling to manage the sheer volume of the exodus. The lack of coordination has led to “unruly crowds” and, in some cases, the ransacking of registration booths by frustrated evacuees who have been left without food or shelter in sub-zero temperatures.
Snowfall and Lack of IDP Camps is a Human Tragedy
Unlike previous military operations between 2008 and 2012, the government has not established IDP camps. Most families are expected to find their own lodging with relatives or in existing winter homes near Peshawar.
However, with roads now blocked by several feet of snow, hundreds of vehicles are trapped. Khyber House’s suspension of the January 25 deadline offers little relief to those already on the road. Rescue 1122 and district officials are reportedly working to clear the backlog, but the situation remains critical as food and warm clothing supplies dwindle.

Why is Tirah Being Vacated?
The forced displacement comes as security forces prepare for a decisive operation against militant groups, including the FAK and Lashkar-e-Islam, who have allegedly re-infiltrated the valley. Residents were given a stark choice: fight the militants themselves or leave.
“We are stuck between the devil and the deep sea,” said one resident, highlighting the impossible choice of leaving ancestral homes for the third time since 2015.
What is the Current Deadline?
While the original evacuation deadline was January 25, the Khyber district administration has announced that the process will only resume once the weather improves. Families currently in Tirah are advised to stay put until further notice from the authorities.
