ISLAMABAD — The National Accountability Bureau (NAB) is finalizing the launch of the Online Property Information System (OPIS), a centralized digital repository designed to protect the public and overseas Pakistanis from the pervasive “land mafia” and fraudulent housing schemes.

Key Features of the OPIS Portal
The system will act as a “one-click” verification tool for potential property buyers:
- Verified Layout Plans (LOPs): NAB has already collected approved LOPs for over 1,000 housing schemes. Users can view these plans to see if a specific plot actually exists on the official map.
- Legal Status Verification: The portal will clearly state whether a project is Approved, Under Process, or Illegal/Unapproved.
- Land Bank Data: Information regarding the total land owned by a society versus the number of plots sold will be visible, preventing “overselling”—a common tactic where developers sell more plots than they have land for.
- Global Access: Specifically designed for Overseas Pakistanis, the portal allows anyone abroad to verify the legitimacy of a project without needing to be physically present in Pakistan.

A Unified National Database
To ensure the data is airtight, NAB has mobilized provincial and local regulators:
- Provincial Secretaries and Local Bodies are mandated to provide verified data for the national repository.
- Integration: The system integrates data from major regulators like the Capital Development Authority (CDA) and the Rawalpindi Development Authority (RDA).
- Preventive Accountability: Unlike traditional NAB cases that begin after a scam occurs, OPIS is intended to stop fraud at the source by making the information public.
Current Status: Launching Soon
According to DG NAB Waqar Chohan, the system is technically ready and is expected to be formally inaugurated by Prime Minister Shehbaz Sharif in the coming days.
The Scale of the Problem (Islamabad-Rawalpindi)
Data from late 2025 reveals why this portal is a critical necessity:
- Victims: Over 91,000 citizens in the twin cities alone have been affected by housing scams.
- Overselling: Fraudulent developers sold over 80,000 kanals of land beyond what was officially approved.
- Financial Loss: Hundreds of billions of rupees have been lost to “air” (plots that do not exist on ground).
