RAWALPINDI: Field Marshal Asim Munir, in his maiden address as Pakistan’s first Chief of Defence Forces (CDF), termed the establishment of the CDF Headquarters a “historic milestone” that would enable deeper integration among the army, navy and air force in response to rapidly evolving security challenges.
Speaking at a ceremony at General Headquarters (GHQ) on Monday, the CDF underscored the need for a formal structure to ensure synergy among the services and highlighted emerging domains of warfare — including cyberspace, the electromagnetic spectrum, outer space, artificial intelligence, information operations and quantum computing — which he said Pakistan must be prepared to navigate. The address was attended by service chiefs and senior military officials, according to the Inter-Services Public Relations (ISPR).
Field Marshal Munir said lessons from the recent brief conflict with India in May had already become a “textbook example” for future military planners, noting that Pakistan’s multi-domain operations during the confrontation were being studied as a case model. He paid tribute to the armed forces for their professionalism during Marka-i-Haq and honoured the sacrifices of martyrs.
While asserting that each service would maintain its internal autonomy and organisational structure, he said the new Defence Forces Headquarters would ensure unified coordination and integration of operations. The restructuring, he added, would strengthen Pakistan’s capacity to counter hybrid and multi-front threats.
Turning to regional tensions, the CDF cautioned India against “misconceptions,” warning that Pakistan’s response to any provocation would be “much more swift and severe.” He also sent a firm message to the Afghan Taliban government, stating Kabul must choose between supporting Pakistan or allowing “khawarij mischief-makers” to operate from its soil.

Reaffirming Pakistan’s preference for peace, he warned that no one would be allowed to challenge the country’s territorial integrity. “Let everyone know that the idea of Pakistan is invincible,” he declared, adding that the armed forces envisioned themselves as a “culturally futuristic, combat-ready military machine” supported by a united nation.

Guard of Honour and Structural Overhaul
Earlier in the day, Field Marshal Munir received a tri-services guard of honour at GHQ, attended by the naval and air chiefs. His appointment as the first CDF marks the most significant military command restructuring in nearly five decades.
The new arrangement, introduced under the 27th Constitutional Amendment, consolidates operational and strategic authority into the office of the CDF. It abolishes the Chairman Joint Chiefs of Staff Committee (CJCSC), ending the coordination system in place since 1976. Amendments to the Pakistan Army Act (PAA) were also enacted to align with the new framework, resetting the army chief’s tenure from the date of notification and allowing reappointment or extensions of up to five years.

Field Marshal Munir, who became army chief in November 2022, now holds concurrent command as both COAS and CDF — a role that statutory changes could allow him to retain until December 2035.
