JCP Likely to Meet on Jan 12 to Confirm IHC Judges

ISLAMABAD: The Judicial Commission of Pakistan (JCP) is expected to meet on January 12 to consider the confirmation of three additional judges of the Islamabad High Court (IHC), sources told Dawn on Tuesday.

The judges under consideration include Justice Mohammad Azam Khan, Justice Mohammad Asif, and Justice Raja Inaam Ameen Minhas. According to sources, the IHC administration has already forwarded the service records of the three judges to the JCP, along with recommendations from IHC Chief Justice Sardar Mohammad Sarfraz Dogar, who will attend the meeting as a member of the commission.

Justice Azam Khan and Justice Raja Inaam Ameen Minhas were appointed as additional judges of the Islamabad High Court, while Justice Mohammad Asif was initially appointed as a judge of the Balochistan High Court. Justice Asif was later transferred to the IHC through a presidential order, which also resulted in the transfer of Justice Sardar Mohammad Sarfraz Dogar to Islamabad and his subsequent elevation as chief justice.

These transfers and appointments triggered unprecedented internal discord within the IHC. Several judges challenged the developments by approaching the Supreme Court, while two IHC judges also appeared as private petitioners before the Sindh High Court in proceedings related to the educational qualifications of Justice Tariq Mehmood Jahangiri.

Official statistics indicate a significant workload handled by the IHC in 2025, with the court deciding at least 16,000 cases during the year. Among the judges under consideration, Justice Raja Inaam Ameen Minhas recorded the highest number of case disposals, deciding 2,039 cases in single benches and more than 500 cases in division benches. Justice Mohammad Azam Khan disposed of 1,841 cases in single benches and approximately 600 cases in division benches, while Justice Mohammad Asif decided 1,338 cases.

It is noteworthy that Justice Mohammad Asif is also facing a complaint before the Supreme Judicial Council (SJC). The complaint alleges misuse of authority in connection with a hit-and-run case involving his son. According to the complaint, submitted on December 25 by Advocate Inamul Rahim, a speeding vehicle allegedly struck a scooter near the Pakistan National Council of Arts on December 2, resulting in the deaths of two girls. The accused was later granted bail by a judicial magistrate after the victims’ families pardoned him in court.

In addition to the IHC confirmations, the JCP is expected to hold several meetings in January to consider the confirmation of additional judges appointed to the Lahore High Court and the Balochistan High Court.

Following the 27th Constitutional Amendment, the JCP is headed by Chief Justice of Pakistan Justice Yahya Afridi and includes senior judges of the superior judiciary, the attorney general, the federal law minister, representatives of the Pakistan Bar Council, members of parliament from both houses, and other nominated members.
