ISLAMABAD — The National Assembly witnessed a departure from its usual rowdy atmosphere on Monday, conducting business in an unusually calm session. Lawmakers successfully introduced five significant legislative bills without the characteristic disruptions and shouting matches that have defined recent months. The session was marked by an unexpected moment of cross-party civility when JUI-F Chief Maulana Fazlur Rehman crossed the aisle to sit with treasury members, an interaction viewed as a sign of thawing political tensions.

Legislative Highlights: Five Bills Tabled

The federal government introduced a suite of amendments aimed at modernizing regulatory frameworks and securing critical infrastructure:

  • Energy Sector Reform: The Electricity (Amendment) Bill, 2026 and the Regulation of Generation, Transmission and Distribution of Electric Power (Amendment) Bill, 2026 were introduced to rationalize federal powers and reassign them to relevant regulatory authorities.

  • National Security: The Criminal Law (Amendment) Bill, 2026 targets the rising nexus between the “oil mafia” and militant groups. It specifically expands the Pakistan Penal Code to cover oil refineries, storage depots, and the increasingly volatile pipeline network.

  • Financial & Debt Management: Both the Fiscal Responsibility and Debt Limitation (Amendment) Bill, 2025 and the Financial Institutions (Recovery of Finances) (Amendment) Bill, 2025 were moved to improve transparency and efficiency in the country’s recovery and debt processes.

Maulana Fazlur Rehman Stirs “Political Interest”

In a moment that became the focal point of the afternoon, Maulana Fazlur Rehman briefly vacated his opposition seat to sit on the treasury benches between PPP stalwarts Khursheed Shah and Raja Pervez Ashraf. The 20-minute conversation, later joined by PML-N’s Bilal Azhar Kiani, was described by onlookers as a rare display of “political warmth” at a time of deep polarization.

Resolution for Pak-PWD Employees

Minister for Parliamentary Affairs Tariq Fazal Chaudhry provided a much-needed update on the employees of the dissolved Pakistan Public Works Department (Pak-PWD). He confirmed that:

  • Grades 1 to 15: Lower-grade staff have already been adjusted and absorbed into various other government departments.

  • Technical Officers: Senior staff are currently being offered a “golden handshake” as part of the formal restructuring and dissolution process.

Several high-level financial reports were laid before the House, including the Fiscal Policy Statement (January 2026) and the 7th National Finance Commission (NFC) Award monitoring reports for 2023–2024.

On the public welfare front, MNA Samina Khalid Gurkhi urged the Ministry of Railways to prioritize the installation of ATM machines at railway stations nationwide to facilitate the millions of passengers who rely on the network.
