The Pakistan Telecommunication Authority (PTA), in partnership with Opensignal, has released its latest mobile network benchmarking report for the fourth quarter of 2025. Based on over 1.25 billion measurements from 161 districts, the report highlights a shifting landscape in Pakistan’s telecom sector as operators prepare for the 2026 5G auction.
While the national averages show steady growth, the results reveal a “two-tier” performance divide between the four major cellular mobile operators (CMOs).

Category Winners: National Rankings
1. Speed Leaders: Telenor Pakistan
In a significant shift, Telenor Pakistan secured the top spot for both Download and Upload Speed Experience at the national level.
- Jazz followed closely as the runner-up in both categories.
- Ufone consistently ranked fourth across all national speed metrics.
2. Gaming Champion: Zong 4G
For mobile gamers, Zong 4G emerged as the undisputed leader. It ranked first in all 10 major cities analyzed, including Islamabad, Karachi, and Peshawar.
- Top Gaming Score: 51.41 out of 100 (recorded in Karachi).
3. Network Reliability: Zong 4G
Zong 4G also dominated Network Availability (Time on Network). Users on Zong remained connected 96.47% of the time nationally.
- Lahore Highlight: Zong achieved an impressive 97.82% availability in the provincial capital.
City-Level Breakdown: A Fierce Competition
The competition intensified at the city level, where no single operator held a monopoly on performance.

Highest Speed Recorded: Multan saw the fastest city-level download speed at 20.63 Mbps (Zong 4G), followed by Quetta at 20.61 Mbps (Jazz).

- Jazz led in 6 cities: Islamabad, Rawalpindi, Karachi, Peshawar, Quetta, and Hyderabad.
- Zong 4G led in 3 cities: Lahore, Faisalabad, and Multan.
- Telenor maintained the strongest overall video consistency in seven out of ten cities.
The Road Ahead: 5G and Cybersecurity
The release of this report coincides with the PTA’s announcement of new transparency rules for the upcoming 5G auction. Additionally, the authority has ordered a full cybersecurity audit of its digital systems to ensure the integrity of user data and network performance monitoring moving into 2026.
