Pakistan’s 27th Constitutional Amendment :Bold Reforms Spark Debates on Judicial Overhaul and Military Ranks

Islamabad, November 8, 2025 – In a swift move toward judicial and administrative restructuring, Law Minister Azam Nazeer Tarar tabled the 27th Constitutional Amendment Bill in the Senate hours after securing federal cabinet approval, chaired virtually by Prime Minister Shehbaz Sharif from Azerbaijan.

The landmark legislation proposes establishing a dedicated Federal Constitutional Court with judges from all provinces to handle constitutional matters exclusively, addressing long-standing demands from the 2006 Charter of Democracy. It also shifts high court judge transfers to the Judicial Commission of Pakistan (JCP), raises provincial cabinet thresholds from 11% to 13% while increasing advisers to seven, and introduces lifetime titles like Field Marshal for national heroes – recently bestowed on COAS General Asim Munir.

Key military reforms include abolishing the CJCSC post effective November 27, 2025, merging duties under the COAS as chief of defence forces, and empowering Parliament to revoke honorary ranks. The bill further clarifies Senate leadership elections to prevent delays, as seen in Khyber Pakhtunkhwa.

Referred to joint standing committees on law and justice for a 2 pm review, the session saw a boycott by JUI-F members over recycled clauses from the discarded 26th Amendment draft. PTI Senator Ali Zafar decried the rush, noting the vacant opposition leader seat and unread bill copies.

Amid criticisms of undermining the 18th Amendment’s provincial autonomy, the PPP supports judicial courts but opposes NFC share rollbacks. Government allies, including MQM-P, are pushing for stronger local governments, backing consensus-building for Pakistan’s stability.

The Senate reconvenes Sunday amid high-stakes deliberations on these transformative changes.
