Dubai, December 5, 2025 – Pakistan will “definitely launch” its own sovereign stablecoin, declared Bilal Bin Saqib, Chairman of the Pakistan Virtual Assets Regulatory Authority (PVARA), while speaking at Binance Blockchain Week in Dubai on Thursday. The move marks a major step forward in the country’s push to integrate digital assets into the mainstream economy and position itself as a leader in Islamic fintech innovation.
Saqib revealed that work is also progressing on Central Bank Digital Currency (CBDC) projects alongside the planned stablecoin, which he described as a powerful tool to collateralize government debt and capture the fast-growing global digital finance wave.

Key Highlights
- Sovereign stablecoin will be backed by physical currency for stability, unlike volatile cryptocurrencies.
- PVARA, chaired by Saqib and governed by the State Bank governor, SECP chairman, and FBR head, is driving Shariah-compliant crypto regulation.
- Stablecoin and CBDC initiatives aim to curb illicit finance, boost remittances, protect consumers, and bank the unbanked.
- Saqib: “Why should we be at the tail-end of this financial digital innovation when we have the muscle and the adoption?”
- Pakistan already launched a Strategic Bitcoin Reserve earlier this year and allocated 2,000 MW of power for Bitcoin mining and AI data centers.
A Bold Vision for Digital Pakistan
Speaking on a high-profile panel about virtual assets in emerging markets, Saqib stressed that clear, innovation-friendly regulation is now a core economic growth driver for countries like Pakistan.“Our work on stablecoins, data frameworks, and banking the unbanked can become valuable case studies for the world,” he told the audience, according to the Pakistan Crypto Council.
The stablecoin announcement builds on a series of groundbreaking moves in 2025: from unveiling the government-led Strategic Bitcoin Reserve in Las Vegas (attended by global figures including US Vice President JD Vance) to dedicating massive electricity capacity for mining and AI infrastructure.
With PVARA’s multi-stakeholder board ensuring coordination across monetary, securities, and tax authorities, the upcoming sovereign stablecoin is expected to offer a secure, Shariah-compliant bridge between traditional finance and the digital economy.
