ISLAMABAD: Pakistan Tehreek-i-Insaf (PTI) has announced a merit-based mechanism for awarding party tickets for the upcoming local government elections in the Islamabad Capital Territory, introducing a scorecard system aimed at evaluating candidates on defined criteria.
The decision was taken during a meeting of the PTI Islamabad region’s local government committee, chaired by Malik Aamir Ali Awan. Party officials said the move was intended to ensure transparency and reward long-standing and active party workers in line with the party’s stated principles.
Under the newly approved scorecard, candidates will be assessed on four categories, each carrying 25 points. These include length of affiliation with PTI, participation in party movements since April 9, 2022, practical role during the 2024 general elections, and involvement in former prime minister Imran Khan’s Haqeeqi Azadi movement. A total of 100 points will determine eligibility and priority for ticket allocation.
Speaking at the meeting, Mr Awan said the system was being implemented in accordance with directives from PTI Islamabad Regional President Aamir Masood Mughal and the vision of the party’s founding chairman. He said the party aimed to field “honest, educated and capable” candidates who had demonstrated loyalty and made sacrifices for PTI and its political struggle.
He added that priority would be given to ideological workers and those who had remained active during challenging periods for the party. Committee members were directed to ensure the submission of nomination papers for such candidates in all union councils, with efforts to field more than one candidate per ward where possible.
The meeting also decided that daily sessions would be held to monitor developments related to the election process. A legal committee will provide guidance to candidates throughout the nomination, scrutiny and polling stages. Party officials said measures would also be taken to minimise the risk of electoral irregularities.

It was further decided that following the completion of the nomination process, the PTI Islamabad Parliamentary Board would be announced by the regional president. The party’s election manifesto for the local government polls is expected to be released next month.
The Election Commission of Pakistan (ECP) has already issued the schedule for the Islamabad local government elections, which have been delayed since the expiry of the previous local bodies’ term in February 2021 due to legislative changes.

According to the ECP, public notices inviting nomination papers were issued on December 19, while candidates can file nominations from December 22 to 27, excluding December 25. The list of nominated candidates will be published on December 29, followed by scrutiny from December 30 to January 3, 2026. Polling is scheduled to take place on February 15, with results expected between February 16 and 19.
Polling will be held from 8am to 4pm, as per the election schedule.
