ISLAMABAD/Doha – President Asif Ali Zardari on Tuesday warned that India’s alleged violation of the Indus Waters Treaty (IWT) amounted to the “weaponisation of water” and declared that such actions “cannot and will not succeed.”
Speaking at the Second World Summit for Social Development in Doha, the president said Pakistan was already suffering from the devastating effects of climate change, including large-scale floods, and now faced an additional threat from across the border. “Water, which is the equal right of every human being, must never be used as a weapon,” he said.

India suspended the IWT in April following a deadly attack in occupied Kashmir’s Pahalgam, which it blamed on Pakistan. Islamabad termed any attempt to withhold its water share as an “act of war,” stressing that the treaty provides no scope for unilateral suspension. In June, the Permanent Court of Arbitration in The Hague ruled that India could not hold the treaty in abeyance, reaffirming Pakistan’s case.

Reiterating Pakistan’s dedication to global social justice and inclusive development, President Zardari outlined initiatives such as the Benazir Income Support Programme and youth employment schemes aimed at reducing poverty and improving literacy. He called for international financial reforms, debt relief, and equitable taxation to support developing nations.

The president also reaffirmed Pakistan’s solidarity with Palestine and the people of Jammu and Kashmir, urging the United Nations to ensure the implementation of relevant resolutions. In meetings with the Iraqi and Tajik presidents, he discussed expanding cooperation in trade, investment, defence, and regional connectivity.
